isStructurallyEquivalent

Compares two DeviceRequest instances and checks if they are similar in structure, including signing structure (protected headers and unprotected header keys), ignoring session-transcript-dependent signatures and ephemeral differences (such as certificate chains when the reader uses single-use keys).

This is used to check if two requests from different sessions (either 18013-5 proximity or 18013-7 Annex A or C) are the same.
